We have IBM Datapower VM sitting between the firewall i.e. in DMZ.

All the external users will be talking to internal servers via Datapower only and it will be HTTPS.

The external users will be shared URLs something like below.

              https://12.12.12.1:9001/common/resources/getName

              NOT https://www.someorg.com/common/resources/getName

While creating a public certificate pertaining to the datapower box, what should we give in the Common Name in above situations.

You will not be able to obtain a DV (Domain Validated) digital certificate for the IP Address from a Trusted Certificate Authority. However, you may be able to obtain an OV (Organizational Validated) certificate if you can prove that you are the legitate and sole user of the IP Address.
