Can a web site possibly be secure with http, not https, and no lock icon - or at least be encrypted?

Web site (zumarentacar.com) has a valid, self-signed certificate from web hosting site (webhostbox.net) but the reservation form displays using http not https, and no lock icon.  Is it secure, or at least encrypted?

While the certificate may be valid, it was not valid for the intended website.  Therefore, I would not trust it with my personal information. Only trusted certificates will give you the lock and https; if you do not see these symbols then you should not consider the connection as secure.
